“Now, I do not need to worry about my daily expenditure as I have a stable income,”said the 36-year-old farmer from Songkou Town, Yongtai County in southeast China’s Fujian Province. Seven years ago, a car accident left him physically damaged and unable to do any heavy work. After work, he also reads books and newspapers. “I have 50 rabbits, and I learned all the breeding skills from the books in the library,” he said, adding that his daughter also bene fits by using the library to help with her homework.

Yan Xiaomei, Founder and Curator of the library, agreed with Yang. She said that before 2017, people in the town had no place to go for relaxation. Adults played mahjong or gambled at home, while children played video games. “But now many people come here to borrow or read books,” Yan told ChinAfrica. “Adults usually choose books on farming skills and animal husbandry, while children are more interested in novels and books related to their studies.”

Cultivating reading culture

Yan, in her 50s, is head of Fujian Volunteer Club based in Fuzhou, the province’s capital,and came to Songkou Town as a volunteer teacher in a primary school in January 2017.But soon after arriving, she noticed the big gap between the rural and urban areas in terms of educational and cultural facilities.She found that people in the town had no access to cultural amenities like libraries,bookshops and theaters. Yan decided to do something to change the situation by establishing a public library for locals.

At the 19th National Congress of the Communist Party of China (CPC) held in October 2017, Xi Jinping, General Secretary of the CPC Central Committee, called for pursuing a rural revitalization strategy.

“The library is really helpful for us farmers as we can learn a lot from books,” said Yang. “Since the library opened, I have seen more and more people come here to read books and newspapers, including those left-behind children whose parents work far away in cities.”

“Without improvement of cultural facilities in rural areas, we can never narrow the gap in real sense,” she said.

With support from the local government,which provided a 200-square-meter venue,and Fujian Normal University Library, which donated 13,000 books, the library came into service on April 22, 2017, one day before the World Book Day. “Now, my library is the busiest place in the town,” she said. “On the one hand, it shows people in rural areas are in great need of cultural entertainment and information; while on the other hand,local cultural facilities in rural areas are far from being adequate.”

Besides providing places for people to read books, Yan frequently holds activities to encourage farmers to read, and invites scholars to give lectures on various topics.Every weekend, local elders are invited to the library to tell the stories of their ancient town to children.

“In this way, we foster reading habits among locals, especially among children,keep people up with the latest developments in the world, and help protect and pass on local cultures,” said Yan.

In 2017, Yan’s library was honored as one of the 15 National Demonstration Rural Libraries in China by then State Administration of Press, Publication, Radio, Film and Television. The library is now attracting an increasing number of tourists coming to the small town to enjoy its culture of more than 1,000 years.

China is promoting rural revitalization. “I think cultural revitalization in rural areas will play a major part in that process,” Yan told ChinAfrica.rural revitalization does not just mean people have a good life in [the] material[sense] or living in better houses. to achieve the goal,we must first revitalize rural culture in areas such as intangible cultural heritage protection, traditional village protection, and public cultural facility construction in rural areas.

While speaking at a panel discussion with deputies from Shandong Province at the First Session of the 13th National People’s Congress in Beijing in March, Xi stressed the importance of cultural revitalization in rural areas in the process of pursuing a rural revitalization strategy. He noted that ideological and moral education as well as public cultural services should be strengthened in the countryside.

“You can see a lot of libraries, theaters,museums and bookshops in big cities. But these facilities are far from meeting people’s demands in rural areas,” said Kong.

According to him, the Chinese countryside is now undergoing great changes. On the one hand, farmers’ incomes are being increased, and their livelihood has been improving, thanks to various incentives in recent years; but on the other hand, their demands for cultural facilities have not been met. “This requires local governments and other organizations to build more cultural facilities in rural areas,” he added.

Rural book houses

Apart from non-governmental organizations like Yan’s club, the government is also helping farmers access cultural facilities. In 2007, then Ministry of Agriculture, Ministry of Finance, Ministry of Civil Affairs and other government agencies jointly launched the Nongjia Shuwu project, literally Rural Book House, aiming at meeting farmers’demands for reading. The project sets the goal of building one book house in every village that has no library. The government pledged to invest 20,000 yuan ($3,175) for each book house, which will hold at least 1,500 books on no less than 1,200 topics,along with at least 20 newspaper titles,and no less than 100 types of video-audio products.

Thanks to the financial support from the government, by the end of 2017, more than 600,000 book houses have been built in rural areas with more than 1.1 billion books.The project also increases the number of books per farmer from 0.13 in 2007, when the project was first launched, to 1.25 now,up nearly 10 fold.

“The Nongjia Shuwu project has greatly enriched farmers’ lives, and should be further encouraged in implementing China’s rural revitalization strategy,” said Tang Sulan,Vice Chairwoman of Hunan Provincial Federation of Literature and Art Circles, and also a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), at the CPPCC National Committee session in March.
