1、早在1992年,美国FDA就确立了正确认识转基因食品的“实质同等”原则,即认为使用转基因技术生产出来的食品和传统技术生产的食品相比,没有任何显著的区别。2001年,FDA在重新强调该原则的基础上,增加了“自愿标识”的规定,如果有必要,厂可以对产品进行标识。这种“消极”的监管方式,被不少美国公众诟病,更是遭到了反转派的激烈反对。但是美国政府从来不吃这套,二十多年来始终坚持立场不变。2、反转人士的诉求在联邦政府层面得不到满足,他们转而以“保障消费者的知情权和选择权”为由积极游说各个州政府。2012 年,加利福尼亚州提出第37号提案,要求对转基因食品进行强制标识,在最终公投中,支持票数未过半,提案未获成功;2014年科罗拉多州有过类似的提案,也没有通过。当然也有通过强制标示提案的,康涅狄格州和缅因州则通过了转基因标识的法案,不过有前提条件,只有在相邻几个州都签署了同样的法案之后,它才会生效。态度最明确的当属佛蒙特州,2014 年5月,该州通过法案要求在当地销售的转基因食品贴上转基因标识,并且法案没有其它附加条件,已于 2016 年7月1日生效。今年7月29日,美国总统奥巴马签署了一项强制标识转基因食品的法案(GMO Labeling Bill)。根据该法案,食品生产商必须对产品中的转基因成分进行标注并可以自主选择标识形式。目前,可供选择的标识形式有网址、电话号码、二维码,以及符合美国农业部标准的符号或文字。这些新闻都证明了美国人一直在吃转基因食品,我不知道所谓的“美国正式宣布转基因有毒”依据在哪。国 内的情况我就不说了。
