保障粮食安全的对策措施蔡亚港【摘 要】中国人口持续增长，耕地日益减少，保持粮食生产稳定发展，保障粮食安全是当前的一个重要课题。文章从保护耕地、依靠科技进步等八个方面介绍了保障粮食安全的对策措施。【期刊名称】福建稻麦科技【年(卷),期】2011(029)001【总页数】2【关键词】保障；粮食安全；对策目前，粮食安全问题已引起全世界的普遍关注。中国人口持续增长，耕地日益减少，水资源严重缺乏，生态和气候环境不断恶化，台风、水灾、干旱和病虫鼠草危害不轻，粮食生产的制约因素很多，而且粮食储备在减少，要在不足世界10%的耕地上养活22%的人口，任务艰巨，迎接粮食安全的严峻挑战尤其显得十分迫切。粮食是安天下的特殊产业，是不可替代的战略商品，保持粮食生产稳定发展，保障粮食安全是当前的一个重要课题。1 强化责任要从全局和战略的高度，按照“树立和落实科学发展观”的要求，周密部署，维护粮食安全。继续实行一把手负责制，健全完善省、市、县三级行政首长粮食工作负责制，将基本农田保护区面积、粮食播种面积、粮食总产量、粮食种子储备可供种植面积、粮食储备量、粮食风险基金、国有粮食购销企业盈利情况、市场供应稳定情况等项指标纳入对政府的工作目标责任考核内容，建立有效的粮食安全监督检查和绩效考核机制。2 保护耕地要切实保护耕地，积极落实耕地保护目标责任制度，基本农田保护区面积必须保持基本稳定。要加强对非建设性占用耕地的管理，推进土地集约、节约利用。严格执行征地听证和公告制度，强化社会监督，健全土地督察制度，严格土地执法，切实遏制耕地过快减少的势头。要依法推进农村土地承包经营权流转，培育发展多种形式适度规模经营的市场环境，促进土地规模化、集约化经营，提高土地产出效率。3 依靠科技进步要努力转变农业生产增长方式，建立起科技支撑的长效机制，提高粮食生产科技含量。要建立以政府为主导的多元化、多渠道农业科研投入体系，增加对农业（粮食）科研的投入。大力推进农业关键技术研究，力争粮食单产有大的突破。大力促进科技创新，进一步加大粮食种子工程建设力度，实施新品种选育、粮食丰产等科技工程，力争在粮食高产优质品种选育、高效栽培模式、农业资源高效利用等方面取得新突破，加快培育一批高产、优质、抗性强的粮油品种。要推进农业科技进村入户，积极探索农业科技成果进村入户的有效机制和办法，形成以技术指导员为纽带，以示范户为核心，连接周边农户的技术传播网络。建设完善一批粮食作物种子繁育基地，强化实用增产技术和超级稻的示范推广，着力培育科技大户，发挥对农民的示范带动作用。要加强培训，提高农民科技文化水平。应采取多种形式，完善农民科技培训体系，加大对农民的技术培训，加强对农民的技术帮助和指导，调动农民学技术、用科学的积极性，提高农民种粮本领，切实提高科技兴粮力度。

有效灌溉率、单位面积化肥使用量以及单位面积农业财政支出对粮食单产有显著的正向作用,受灾率对粮食单产有显著的负面影响,而单位农业机械动力与单位劳动力对粮食单产没有显著作用。值得注意的是,化肥的投入量临近边际效益递减的边缘,今后更应关注提高化肥利用效率。粮食生产能力大小取决于灌溉水平,发展有效灌溉面积需要充足的水资源作为保障,而我国面临着农业水资源短缺与浪费的双重问题,农业用水形势十分严峻,提高有效灌溉率必须走节水农业之路。
保障我国粮食安全的基本方针是实施以我为主、立足国内、确保产能、适度进口、科技支撑的国家粮食安全战略，确保谷物基本自给、口粮绝对安全。其中有两个重要关系和四个重点工作：两个重要关系：一是在重视粮食数量的同时，更加注重品质和质量安全；二是在保障当期供给的同时，更加注重农业可持续发展。四个重点工作： 一是要严守耕地保护红线。坚守18亿亩耕地红线，进一步完善耕地占补平衡政策，确保基本农田总量不减少、用途不改变、质量不下降。 二是要调动和保护好主产区农民种粮积极性和主产区政府抓粮积极性。让农民种粮有利可图，让主产区抓粮可得实惠。 三是要明确中央和地方政府的职责。 四是要高度重视节约粮食。浪费惊人的现实要求节约粮食，着重解决收储、销售、加工过程中的粮食浪费问题，形成节约粮食的良好风尚。其具体可措施的方针是：一是增强粮食综合生产能力。二是增强耕地可持续发展能力。三是要提高耕地质量和水平。 四是加强农田水利基础设施建设，完善农田水利建设管护机制。 五是加强农业科研攻关和技术推广。 六是完善粮食价格形成机制和市场调控体系。 七是强化粮食生产发展支持政策。
