During the CPC in Dialogue with World Political Parties High-Level Meeting held in Beijing from Nov. 30 to Dec. 3, 2017, leaders from nearly 300 parties and political organizations in more than 120 countries and regions gathered together to share the views of the responsibilities of political parties in building a community of shared future and a better world. The dialogue is not only the first multilateral diplomatic event held after the 19th CPC National Congress, but also the first high-level dialogue held by the CPC with the world’s parties and is of great significance for both the CPC and other parties, with the largest number of attendances ever seen in such an event. As a continuation of and a refocus on the 19th CPC National Congress,the Dialogue was aimed at providing in-depth knowledge of the 19th CPC National Congress, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the concept of building a community of shared future for mankind and a better world, as well as at encouraging and promoting equal communication and cooperation between global parties and pooling their wisdom and experiences to undertake the responsibility of dealing with development difficulties and challenges of the human society, and building a better world. International media, experts and political delegates held hot and active discussion during the Dialogue.

The World Has a Better Understanding of the 19th CPC National Congress and Xi Jinping Thought on Socialism with Chinese Charac-teristics for a New Era through the Dialogue.

1. The Dialogue provides a rare opportunity for global political parties to have in-depth knowledge about the 19th CPC National Congress, and the practices and theoretical innovation of CPC and China.

The workshop on the spirit of 19th CPC National Congress is held in Diaoyutai Hotel on Dec.2, 2017.Delegates raised their questions in the meeting.

According to Reuters reports, in the 19th CPC National Congress held in October 2017, Xi Jinping, the General Secretary of the Communist Party of China(CPC) Central Committee and Chinese President, expounded a confident plan to build a more prosperous nation in a new era. Xi Jinping Thought is widely regarded as a sign of the increasing soft power of China. According to the report of Reuters, Jude Blanchette, expert of the Conference Board, remarked that Xi and CPC had been expounding a concept of offering China’s plans of dealing with the challenges for the governments around the world, and the Dialogue was just part of this grand strategy. Brain Baker, an American political expert and the National Coordinator of the ANSWER (Act Now to Stop War &End Racism) Coalition, believed that,the 19th CPC National Congress presented clearly the plans of China and CPC towards national development and global governance, and the Dialogue held immediately after the Congress has special significance towards the world, that is to say, providing in-depth knowledge about China’s plans towards the world and helping world political parties to reach consensus on the global development. Other nations around the world are facing lots of common challenges as China does, and China contributes to the whole world a set of internal and external governance solutions diあerent with the west.

2. Led by CPC, China has made remarkable achievements which attracts worldwide attention, and found a road suitable for itself.

Ulises Guilarte de Nacimiento, a member of the Political Bureau of the Communist Party of Cuba and the General Secretary of the Workers’ Central Union of Cuba (CTC), stressed at an interview that the great development success of China proved to the world that the path of socialism was feasible. While the west has always been advocating the superiority of capitalism and holding some bias against socialism, the 19th CPC National Congress and the CPC in Dialogue with World Political Parties High-Level Meeting strikes a powerful counterblow towards such wrong views. In his speech when attending the Wanshou Forum: World significance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Adan Chavez, vice-president of the United Socialist Party of Venezuela,gave a high praise of China’s practices which he believed provided new hopes to all who believed in socialism. China’s new plans and schemes are feasible and with practical significance, and indicate a clear direction for the causes of socialism around the world and all the firm practitioners of socialism. Bhokin Bhalakula, member of Puea Thai Party of Thailand and the president of the Thai-Chinese Culture and Economy Association, remarked when interviewed that, the governance success of CPC,especially the high efficiency and great achievements in poverty alleviation,was highly impressive and admirable to the world. Chinese leadership vows to alleviate poverty completely by 2020,and it would be a marvelous achievement no other nations can achieve. CPC has proven to the world the feasibility of the path of socialism led by CPC. Chinese people trusts the ruling CPC and the government to such a degree that is really rare around the world.

According to reports of Voice of America, in his keynote speech at the opening ceremony of the Dialogue, Xi emphasized the view and responsibility of CPC towards building a community of shared future for mankind and a better world. Marina Sereni, Vice President of the Chamber of Deputies of Italy,remarked when interviewed that in the 21th century, a lot of problems the world faced possessed transnational characteristics, which called on nations to join hands to solve them together.By putting forward and advocating the concept of building a community of shared future for mankind and a better world, the Chinese president Xi Jinping grasped the key of the global problems,put forward China’s plans, and presented China’s wisdom. Do Tien Sam,former director of the Institute of Chinese Affaire of Vietnam Academy of Social Sciences, believed that the concept of building a safe and away-from-fear,open and inclusive, commonly prosperous, picturesque and scenic, green and beautiful world raised by Xi, was the best interpretation of a Community with a Shared Future for Mankind, as well as a reflection and a good answer to the aspiration of all the people in the world who hoped to have a safer environment so as to concentrate all the energy on development. Raphael Tuju,the Secretary General of Jubilee Party of Kenya, said that China had been implementing the concepts of building a community with a shared future for mankind and promoting to build a more fair and reasonable world.

Xi’s Keynote Speech in the Dialogue Reflects the Responsibility-Shouldering of a Great Party and Great Country.

1. The International community focused on Xi’s keynote speech in the Dialogue and the concept of building a community of shared future for mankind and a better world winning wide support around the world.

Renato Casagrande, the General Secretary of Brazilian Socialist Party remarked in the Wanshou Forum that many important concepts put forward in the 19th CPC National Congress were of great significance to China, and even to the whole world. China’s outstanding achievements in poverty alleviation,new concepts of environment protection, forward-looking financial policies and so on present important enlightenment and reference to all the other nations facing similar problems. Monica Valente, Executive Secretary of São Paulo Forum, shared her views towards the world significance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially of what the Latin-American nations could learn from the Thought. She remarked that, the focus of the Thought on the indispensable role of the government in regulating and adjusting economy could help ensure the equal distribution of wealth and the smooth implementation of the plans of social integration and poverty alleviation, the focus both on economic growth and social equity, as well as on the sustainable development of natural ecology, brought precious enlightenment to Latin-American nations which had huge potential of exploration of new energy, and the “One Belt and One Road” initiative provided important reference for Latin-American nations to build new multilateral mechanisms.Romano Prodi, former Premier of Italy,said that the development blueprint outlined by Xi at the 19 CPC National Congress had far-reaching significance not only to the future of China, but to that of the whole world. According to the report of the Press Trust of India, in his keynote speech at the opening ceremony of the Dialogue, Xi expounded that China would never ask other nations to “copy”Chinese path, and would neither “im-port” foreign models nor “export” China model to other countries. Instead, Xi proposed to seek, on the basis of a new form of international relations, to build a new form of party-to-party relations,that is, seeking common ground while reserving differences, mutually respecting and mutual learning. Reuters also reported that, while CPC was seeking to improve its international profile and play a more confident role in the world,Xi declared at the opening ceremony of the Dialogue that China would never“export” its political system.

The Dialogue Provides an Important Platform for Political Par ties around the World to Commu-nicate, Cooperate and Learn from Each other.

Latin American News Agency reported that the Dialogue was China’s first multilateral diplomatic event held after the 19th CPC National Congress,and the first high-level dialogue held by the CPC with the world’s parties,and a high-end dialogue with the largest number of attendances ever seen in such an event. The representatives of world political parties and organizations enjoyed deep communication and discussion as for the role which world political parties should take to build a community of shared future and a better world. According to the report of Reuters, hundreds of representatives from the parties and political organizations in more than 120 countries attended the Dialogue, including Aung San Suu Kyi of Myanmar, the Prime Minister of Cambodia Hun Sen, and the Treasurer of the American Republican National Committee Anthony W. Parker. An essay in the Diplomat remarked that it’s the first time for CPC to hold such a high-level dialogue with world political parties, reflecting the ambition of CPC to grasp higher discourse power in the world. A vivid watchword, that is, promoting to build a community of shared future for mankind was raised by Chinese leaders in the dialogue, and the great success story of CPC was shown through the Dialogue, which would become an important step for CPC to promote its unique model to the world.Raquel León de la Rosa, China expert of Autonomous University of Puebla,Mexico, remarked that, so many political party leaders with such high levels attending the Dialogue showed not only the major role China played in the world arena and its increasing international leadership, but also the universal appeal of CPC. The representatives of the political parties displayed during the Dialogue a strong will of seeking common ground while reserving differences, and building a platform for communication and cooperation to help solve global problems and challenges.The proposals put forward by CPC through the lens of political parties needed serious attention of the whole world. Italian New Star News Agency(Nova) remarked that the Dialogue created a new model for the communication and cooperation between CPC and world political parties, would surely become a high-end political platform for dialogues with wide representativeness and international influence, and would be an important milestone for active cooperation between world political parties.

The political party diplomacy will play an increasing important role in the world.

Raphael Tuju remarked that the Dialogue offered an open platform for the world political parties to share the experiences of governing their own nations and strengthening their party disciplines, and to increase mutual trust and communications between each other, as well as to learn experiences of CPC running party strictly. According to an article on the official website of Lianhe Zaobao of Singapore, Donna-mae Arrindell-Isaac, Chairman of the United Progressive Party of Antigua and Barbuda remarked that Mr. Song Tao, the Minister of IDCPC, introduced to the representatives of world political parties at the Dialogue the story of how CPC had been seeking to keep up a road of development suitable for China’s national conditions and made remarkable achievements, which gave him much enlightenment and inspiration. Arrindell-Isaac indicated that small nations were often told to learn the models of great powers and developed countries,but these models might not necessarily suit the national conditions of small countries. “Now I feel more confident to say it’s true to stick to our own roads,and we need not make our own countries simply a copy of USA, Canada or Britain”, he insisted. Humphrey Polepole, Spokesperson of the Party of the Revolution of Tanzania said that, the Dialogue offered a platform of equal communication for world political parties, and all the representatives could discuss how to build a community of shared future as well as a Peaceful and harmonious world. “It’s a great pioneering undertaking never tried before in history and is just what we have been longing for”, Polepole said. “Political parties of all types should strengthen communication and learn from each other. Making joint efforts to attain a better future for all is the only right way, while going it alone is destined to fail”. Bhokin Bhalakula remarked that although the western nations had been trying to build party-to-party relations,democratic parties, conservative parties and others were inclined to confine the communication to the parties with similar ideology. “That’s not enough. We have a common mission to focus on the problems faced by all mankind, which calls on the political parties of different types to keep comprehensive communication, mutual understanding and full cooperation. I fully support that model of party-to-party communication.”

3. As an important part of the Major Country Diplomacy, the political party diplomacy will play an increasing important role in the world.

Raquel León de la Rosa insisted that,nowadays, the discussion about the international relationship should not be confined to that of traditional nationto-nation relations, and new concepts of developing cooperation could also be drawn from party-to-party relations.The Dialogue helped to strengthen the cooperation and inclusiveness between world political parties, as well as make innovations in the model for nation-tonation communications. Yonhap News Agency of South Korea quoted the leader of the ruling Democratic Party of Korea, Ms. Choo Mi-ae, as saying that all the political parties were facing a lot of problems and challenges which could not be solved only by one party or one nation. Building new forms of party-to-party relations and strengthening communications could help to solve the problems efficiently. She hoped the Dialogue could be institutionalized. Jiji News of Japan reported that it’s the first large-sized international dialogue for CPC to hold with the political party leaders from so many nations and showed further to the world the Major Country Diplomacy of China.Tito Rutaremara, Chief Ombudsman of Rwanda and former Secretary-General of the Rwandese Patriotic Front (RPF)remarked that, in the eyes of African nations, China was the only non-arrogant great power in the world, and the only one understanding the values of African culture. As few stable nations with strong ruling parties, “China has no will to export its ideology to other nations,which is the reason why other countries feel no fear towards China. China and CPC has the capability to help and coordinate other countries and political parties, and share the opportunities of development”.
